Can the Moen TL170 trim be used with the Moen standard rough-in valve (Moen 62720)?

No, it requires the 63170 model valve.

Can the Moen TL170 trim replace the Moen T470 trim without installing a rough-in pressure balance valve (e.g. Moen 3570)?

No, these two trim's have different valves so you would need to replace the valve in the wall.
